Ashe County is accepting applications from eligible homeowners who need home rehabilitation assistance. Homeowner applications are being accepted as part of Ashe County’s pre-application process for a grant from the Community Development Block Grant Neighborhood Revitalization Program (CDBG-NR).
Eligible applicants for home rehabilitation assistance are residents who live in owner-occupied homes located in Ashe County and have a household income at or below 80% of the area median income (AMI) (see table). Not all homeowner applications will be funded, and priority will be given based on an individual needs scoring method.

Homeowner applications will be accepted beginning August 1st, 2025, with the deadline for submission of completed applications being September 8th, 2025. A web application is linked below or you may request a pdf or paper application by emailing jblevins@hccog.org. Ashe County must apply for the CDBG-NR funds through NC Department of Commerce’s Rural Economic Development Division. The County’s application for CDBG-NR funding is due on October 29, 2025. CDBG-NR is a competitive grant and submission of an application does not guarantee funding will be awarded to Ashe County.

Urgent Repair Program (URP): The High Country Council of Governments (HCCOG) is now accepting applications for assistance for urgent home repairs of up to $15,000 in Alleghany, Ashe, and Wilkes Counties. This program is sponsored by High Country Council of Governments, with funds provided by the N.C. Housing Trust Fund. This program provides funds to assist very-low- and low-income households with special needs in addressing housing conditions which pose imminent threats to their life and/or safety or to provide accessibility modifications and other repairs necessary to prevent displacement. HCCOG estimates that a total of twenty (20) households in the three counties will be assisted under URP26.
Eligible applicants are homeowners with a total household income at 50% or below of the state’s area median income. Homes must be owner occupied. Applicants must also meet one of the following eligibility requirements: elderly (62 years old or older) occupant in the home; handicapped or disabled occupant in the home; a veteran living in the home; be a single parent with a dependent living at home; have a large family (5 or more household members); a household with a child below the age of six with lead hazards in the home. A URP26 Assistance Policy further details eligibility requirements and can be obtained online at hcccog.org or by request from HCCOG.
