ADVISORY BOARDS & COMMITTEES TO THE COMMISSIONERS

AIRPORT ADVISORY BOARD – Bylaws
Created by the Board of Commissioners to aid and assist in overall operation of the Airport.
BUILDING INSPECTIONS ADVISORY BOARD – Bylaws
Created by the Board of Commissioners to work with the Building Inspections Department and to be a liaison between the Building Inspections Department and contractors.
CEMETERY COMMITTEE –
Created by the Board of Commissioners in October 2009 to oversee cemeteries in Ashe County.
ECONOMIC DEVELOPMENT COMMISSION – Bylaws
Created by the Board of Commissioners to further economic development in Ashe County and to promote job creation opportunities in the area.
EMERGENCY SERVICES COMMISSION – Bylaws
Formed by the Board of Commissioners to represent the interests of member emergency organizations. Per Emergency Management Coordinator Patty Gambill, the committee has not met in over a year. Fire departments are now meeting through the Fire Association.
FARMLAND PRESERVATION ADVISORY BOARD – Bylaws-Authorized by General Statute
To promote health, safety, and rural agricultural values; to increase identity and pride in the agricultural community and its way of life; to encourage the economic and financial health of farming; to increase protection from undesirable, non-farm development; and increase the protection of farms from nuisance suits and other negative impacts on properly managed farms.
HOME & COMMUNITY CARE BLOCK GRANT COMMITTEE – Authorized by General Statute
Designed to improve planning and coordination of in-home and community-based services provided to older adults. Commissioners are required to appoint a committee to plan and coordinate the development of a county funding plan.
INDUSTRIAL FACILITIES & POLLUTION CONTROL FINANCING AUTHORITY – General Statute
To aid in financing of industrial and manufacturing facilities.
JUVENILE CRIME PREVENTION COUNCIL – Authorized by General Statute
The Board of Commissioners must appoint the JCPC to receive funding for juvenile court services and delinquency prevention programs.
LONG TERM CARE JOINT COMMUNITY ADVISORY COMMITTEE – Authorized by General Statute
Created to maintain Nursing Home/Adult Care Home Residents Bill of Rights and to promote community involvement to ensure quality care for elderly and disabled adults.
PLANNING BOARD – Authorized by General Statute
The board’s purpose is to plan for future development of the County, to make land use decisions, and make recommendations to the County Board of Commissioners on policy and ordinance changes in regard to land use.
RECREATION ADVISORY BOARD – Bylaws
Created by the Board of Commissioners to aid and assist in the overall operation of the Parks and Recreation Department.
VOLUNTEER ADVISORY BOARD – Bylaws
Created to support and enhance volunteer opportunities and service in Ashe County.
WORK FIRST PLANNING COMMITTEE – Authorized by General Statute
The committee works to identify the needs of the population to be served and to review and assist in developing the County Plan to respond to identified needs.

LOCAL EMERGENCY PLANNING COMMITTEE – Mandated by Federal law
The committee coordinates hazardous material planning, preparedness, response and mitigation issues at the local level.

APPALACHIAN DISTRICT HEALTH BOARD – Bylaws
The board exists to protect and promote public health.
BLUE RIDGE OPPORTUNITY COMMISSION (BROC) – Authorized by General Statute
Blue Ridge Opportunity Commission, Inc. (BROC) was formed in 1966 as a result of the enactment of the Economic Opportunity Act of 1964 and was designed as a community Action Agency to advocate with the community to seek out, identify, and eliminate poverty in the service areas of Alleghany, Ashe, and Wilkes counties. BROC provides opportunities for low-income persons of all ages in order to alleviate the causes and symptoms of poverty, and helps people to help themselves reach economic self-sufficiency.
BLUE RIDGE RESOURCE CONSERVATION & DEVELOPMENT COUNCIL – Bylaws
Coordinates a multicounty effort to improve the natural and human resources to make the seven- county area a better place to live, work, and play.
HCCOG EXECUTIVE BOARD –
The board addresses opportunities, needs and problems of importance to the regional community.
HCCOG RURAL TRANSPORTATION ADVISORY COMMITTEE – Bylaws
The committee’s mission is to provide the High Country region the opportunity to work in partnership with NCDOT toward development of sound, short and long-term transportation planning.
HCCOG WORKFORCE DEVELOPMENT BOARD – Bylaws
Provides policy guidance and independent oversight of workforce development services for workforces in the seven-county region.
LIBRARY BOARD – Bylaws
Serves as governing body of the Appalachian Regional Library as defined by the three-county Interlocal Agreement adopted June 2012.
NORTHWEST REGIONAL HOUSING AUTHORITY – Authorized by General Statute
Promotes adequate and affordable housing for those less fortunate in our communities providing economic opportunity and a suitable living environment free from discrimination.
REGION D DEVELOPMENT CORPORATION BOARD OF DIRECTORS – Bylaws
Created to promote small business development in the seven-county region.
SMOKY MOUNTAIN LME BOARD – Bylaws
The Board is involved in planning, budgeting, implementing, and monitoring community-based mental health, developmental disabilities, and substance abuse services.
COUNTY BOARD OF SOCIAL SERVICES – Authorized by General Statue
The purpose of this board is to oversee the Social Services Department.
WCC BOARD OF TRUSTEES – Authorized by General Statute
Trustees are responsible for supervision of the college president and oversight of the institution.
WEST JEFFERSON ETJ BOARD – Authorized by General Statute
In an ETJ, the town has zoning authority in an area outside of its town limits where it is experiencing growth. The Board of Commissioners has the authority to appoint a member to the town’s planning board to represent this area.
